When is a Committee Required to File?
Candidates
Spring Election: Committees for nonpartisan candidates participating in a spring election should follow schedule A in years where they appear on the ballot. In years where a spring candidate does not appear on a ballot, their committee should follow schedule D. Candidates for local office participating in an election that does not have a primary should not file a pre-primary report. Candidates for state offices (including circuit court, court of appeals, supreme court, and district attorney ) should file a pre-primary report in years they appear on the ballot whether or not a primary is held.
General/Fall Election: Committees for partisan candidates participating in a fall election should follow schedule B in years where they appear on the ballot. In odd-numbered years where a fall candidate does not appear on a ballot, the committee should file following schedule D. In even-numbered years, candidates holding office but not up for election at a general election (Mid-Term Partisan Incumbents) should follow schedule C.
Political Parties, Legislative Campaign, Political Action, & Independent Expenditure Committees
Political parties, legislative campaign committees, political action committees, & independent expenditure committees accepting contributions and/or making disbursements to support or oppose a candidate for office need to file pre-primary and pre-election reports for periods where those candidates appear on the ballot and should follow schedule A or B depending on the election date the candidate is participating in. Committees that have not accepted contributions or made disbursements to support or oppose a candidate on the ballot do not need to file the pre-primary, pre-election, or September reports for that cycle, and should instead follow schedule D.
Referendum Committees
Referendum committees accepting contributions and/or making disbursements to support or oppose a referendum need to file pre-primary and pre-election reports for periods where the referendum appears on the ballot and should follow either schedule A or B depending on the election date the candidate is participating in. Committees that have not accepted contributions or made disbursements to support or oppose a referendum on the ballot do not need to file the pre-primary or pre-election reports for that cycle, and should instead follow schedule D.
Conduits

Conduits that have not released a contribution to a candidate appearing on the fall ballot should follow schedule D. Conduits that have released a contribution to a candidate appearing on the fall ballot should follow schedule C.
